Remark that child Baptism is used within the Catholic, Orthodox and Lutheran churches, while independent churches, sloppy called Christian churches (in the Philippines) uses believer’s baptism, which means that the believer chose to be baptized due to his/her faith, i.e. a child cannot chose by free will.
In the case you speak here, the priest have to determine if he accept the Baptism or not. The Baptism is a blessing of the child and not it parents. It is to pray God to receive and protect the baby, not its parents.
In other words, once a priest execute a baptism of a child, he have to do it by 100% faith and respect to God to do it for its original meaning, and not involve own political or personal views.
An apologize you talk about, is on the fact that the priest should never again execute a baptism if he don’t respect the child to be protected by God, however happen the child ended up in his hands.
