In the video, Congressman Karlo Nograles tries to delay the hearing once again, but Minority Leader Edcel C. Lagman has had enough meandering. He moves (18:25 of the video) for the bill to be referred back to the House Committee on Population and Family Relations. The congressmen voted 20-3 in favor of Congressmen Lagman’s motion, effectively ending the appropriations committee hearings and moving forward the process of passing the RH Bill.
The fight continues.. However it would be wasteful of taxpayer's money if the gov't would be spending for the contraceptives.
I can think of a handful of things I'd rather the Gov't not spend on – but are splurging on anyway – than meds that can potentially help people plan for their future.
Some 1 million childbirths each year are unwanted or mistimed. PhilHealth maternity care currently costs 6,500 per childbirth, which means potentially up to 6.5 B pesos annually in taxpayer's money (for childbirth costs alone) can be saved through contraceptives. http://www.philhealth.gov.ph/circulars/2009/circ3…

Next, the bill will go back to the Population Committee for a finalized version with amendments to be considered, then to the Rules Committee, then to plenary session.
