SUV: Secularism Unmistakably Violated


Make no mistake: The recent PCSO scandal violates the separation of churches and state. Yet some, including several senators, think that the PCSO and Catholic bishops weren’t doing anything wrong. By the end of this article, I hope you’ll agree: In every donation the bishops received from the PCSO, secularism was undoubtedly, unquestionably, and unmistakably violated.

First, let’s review the relevant rules regarding the PCSO donations:

  1. To paraphrase the Constitution, public money should not be given to or used by any religious group or individual.
  2. To paraphrase the PCSO charter, the funds allocated for charity should be used for health programs, medical services, and charities of a national character.

Consider the first rule. Does it make any qualifications? Does it say “public money should not be used for a religious group except when the money is used for secular purposes”? No. (Atty. Raul Pangalangan shares the same sentiment.)

Given this, we can now create two questions that test whether there were violations in the use of PCSO funds by the Catholic bishops:

  1. Was public money given to or used by a religious group?
  2. Were the PCSO funds used for a purpose other than health programs, medical services, or charities with a national character?

Tuguegarao Retirement Home for Priests

With these questions in mind, let’s begin with the Tuguegarao case. In Cagayan, the PCSO gave the Archdiocese of Tuguegarao P200,000 for the operational expenses of a retirement home for priests. The PCSO gave an unknown amount for “finishing touches” on the renovation of the said retirement home.

Let’s ask our two questions:

  1. Was the public money given to a religious group? Yes.
  2. Were the PCSO funds used for a something other than a health program, medical service, or charity of national character? Yes.

Is this a violation of secularism? Unless the priests actually retired to become doctors and the retirement home actually serves as a hospital, the answer is obvious. The fact that priests enjoy a retirement home funded by the public is an unmistakable violation of secularism, even if there were a small section in the retirement home that serves as a priestly private practice.

I’d be interested to hear a rebuttal of this case, especially by the senators who hastily accepted the bishops’ innocence and apologized for their involvement in this scandal. Will they be less apologetic when they learn that the Archdiocese of Tuguegarao didn’t even need the funds, because it had more than P100M invested in San Miguel and Ayala?

The Tuguegarao case should be enough to clear any doubt that there was a constitutional violation, and it’s unfortunate that this hasn’t come up during the investigation.

Sacred Utility Vehicles

Let’s move on to the next violation: the bishops purchasing Sacred Utility Vehicles (SUVs). (I redefined the acronym because, as some have furiously pointed out, not all of the vehicles are Sport Utility Vehicles.)

Some people seem to think that it’s OK for the bishops to receive SUVs as long as they are used for charity work. I’ve already explained that the Constitution does not care what the funds are used for; that a religious group received the funds is already a violation.

But even if we grant for the sake of argument that the funds (and SUVs) can be used for charitable purposes, at least one bishop implicitly admitted that it was used for more than that.

Consider what Bishop Pueblos said in reference to returning his Montero Sport:

“I don’t see any problem with that. I am riding a very old vehicle within the diocese itself. I could even ride a small vehicle if it is necessary. It will not really be a problem,” Pueblos said.

Think about it. If the Montero Sport were only being used for medical assistance or charity work, this is not what Pueblos would have said. He would have said something more like the following:

“I will return the vehicle, but it’s too bad. People in hard-to-reach barangays will not receive the medical assistance they so badly need. We don’t have any vehicle that can cross the tough terrain, so we’ll have to immediately start looking for one.”

But no. Pueblos said that he would use the “very old vehicle” and that he “could even ride a small vehicle.” (Because, you know, anything that’s not a Montero is small.)

The birthday bishop’s statement tells us that the Montero was primarily for his use, and non-sanctioned use of the Montero is a violation, regardless of whether he used it to go to the market or go to Mass. And does anyone seriously think that every trip Bishop Pueblos took on the Montero was a medical mission?

The statement also tells us that Pueblos didn’t need the Montero after all. If a very old vehicle or a smaller vehicle could have done the job, it means that he didn’t have to ask for the P1.7M birthday gift from GMA; even if he needed a car, it didn’t have to be a Montero.

In addition to the Tuguegarao case, this is also a clear violation. And I highly doubt that the other bishops used their SUVs only for charitable purposes. But let’s pretend for the sake of argument that the SUVs were used exclusively for medical missions. Would it still be a violation of secularism? Yes, and here’s why.

Sen. Miriam’s mistake?

As I’ve explained earlier, the Constitution categorically states that public money should not be given to religious groups, regardless of what the religious group does with it — there are no exceptions.

Senator Miriam Santiago argues that this is not the case, and she brings up a 1937 case to make her point:

The post office issued postage stamps commemorating an international Eucharistic congress of the Catholic Church. The issue was whether the stamps used public money for religious purposes, thus violating the Constitution. The Supreme Court ruled that there was no violation.

This is a bad analogy. The public money for issuing the stamps was used by the post office, a government organization — not a religious one. In comparison to the SUV scandal, the public money was given to and spent by a religious organization. The contrast couldn’t be more obvious.

Sen. Santiago goes on to explain a threefold test to check whether there was a constitutional violation. But as Atty. Raul Pangalangan explains, the threefold test does not even apply in this case:

Here we don’t even get to apply that test. What is at stake is not the broad language of the Establishment Clause (“No law shall be made respecting an establishment of religion ….”) but the specific and prohibitory language on the religious use of public funds (“No public money ….”). In interpreting laws, the specific and the prohibitory prevail over the general and the permissive. As the saying goes, “What part of ‘no’ don’t you understand?”

And for someone who said that “the COA report is wrong … there was no constitutional violation,” Sen. Santiago comes to a surprising conclusion:

PCSO management apparently admitted that it has not given similar donations to any other religion. If so, then PCSO management appears to be giving preference to the Catholic religion, and that would be a violation of the Establishment Clause.

So what the investigation has shown so far is that there’s at the very least a violation of the Establishment Clause in the Constitution. How can Sen. Santiago say that “there was no constitutional violation” and then say that there “would be a violation of the Establishment Clause” in the very same page?

Reputation vs. Integrity

Sen. Santiago concludes by calling for the investigation of the “maleficent twisted genius” who invented “Pajero bishops.” I wouldn’t mind the Senate investigating this.

But senators, please get your priorities straight. There are more things that deserve further investigation. What about the violations of the Establishment Clause made apparent by PCSO’s admissions? What about the possible violations committed from 1986 – 2007, when, according to the CBCP, receiving donations from the PCSO became standard practice? What about the unsanctioned usage of the SUVs as Pueblos has implicitly admitted? And what about the blatant violations in the Tuguegarao retirement home for priests?

As I said in a recent interview, the investigation into the bishops’ involvement in this scandal appears to have been done in haste. The excessive respect shown by the senators toward the bishops borders on devotion, and this has undoubtedly affected their objectivity. I hope the more sensible Senators remind their more pious colleagues that the bishops’ reputations are less valuable than the Blue Ribbon Committee’s integrity.

Bantay Bishop movement launched to guard Senate investigation on CBCP corruption


(July 13, 2011) Philippines — Over 150 individuals launched the Bantay Bishop movement to support the Senate Blue Ribbon committee investigation on the 7 Pajero Bishops allegedly bribed by ex-President Gloria Macapagal Arroyo. The individuals come from different organizations, including Filipino Freethinkers, Likhaan, Democratic Socialist Women of the Philippines, Watchbiatches, Pink Rockers, and Interfaith Partnership for the Promotion of Responsible Parenthood. Individual supporters include Carlos Celdran and Dr. Sylvia Claudio.

“We’re here to remind everyone that even bishops can be criminals, too,” said Red Tani, spokesman of Bantay Bishop. “Criminals must be brought to justice, even if they’re leaders of religious organizations.”

The demonstration featured 7 activists, each wearing a costume that resembles a bishop riding an SUV. The costumes were dubbed “Mitsubishop Montero,” “Nissan SaPari,” and “StraDamaso,” alluding to the brands of the SUVs received by the bishops.

“The costumes represent the hypocrisy of the Roman Catholic Hierarchy,” said Tani. “They claim to be pro-poor. But by accepting PCSO funds, they rob the poor of resources reserved for them. They claim to be anti-corruption. But they accepted bribes from a corrupt president, refrained from asking her to resign, and kept quiet about this bribery until forced to confess by someone else. They claim to be pro-life. But by delaying the passage of the RH Bill, they indirectly cause thousands of deaths.”

In addition to highlighting the hypocrisy of the CBCP, Bantay Bishop asked the Senate Blue Ribbon committee to do three things:

“(1) The bishops must be treated like any other Filipino citizen — no more, no less. Recent statements from Sen. Enrile and Sen. Drilon imply that bishops will be treated more carefully than other individuals suspected of corruption. But it’s this special standing that allows corruption to continue because everyone assumes their innocence. It can be difficult to recognize wolves in shepherds’ clothing.

“(2) If found guilty, the bishops must be punished accordingly. In addition to the separation of church and state mandated by our Constitution, the bishops also violated RA No.3019 or the Anti-Graft and Corrupt Practices Act, which states that it is “unlawful for any person knowingly to induce or cause any public official to commit” corrupt practices, of which allocating PCSO funds for the bishops’ SUVs is included.

“(3) In addition to following through with this investigation to its conclusion, the Senate Blue Ribbon committee must launch an investigation into other illegal donations that, according to the bishops themselves, have become standard practice since Cory’s administration. The investigation only covers 2007-2009, a mere two years; there are two decades of “donations” yet to be uncovered. We believe that the 7 SUVs are just the tip of the iceberg.

Bantay Bishop will continue to observe the Senate Blue Ribbon investigation and publish commentary on its channels. “We need to guard the bishops because they have shown that they will not guard themselves,” said Tani. “But whatever the result of the investigation we already know this: the CBCP does not occupy the moral high ground.”

The CBCP as a body IS guilty


“The CBCP as a body did not have any part in that… it also stands pat on its statement issued six years ago,” Quitorio said.

“We categorically deny that the CBCP as a body has ever solicited or knowingly received from illegal gamblers.

– 2005 CBCP Statement on Gambling

“The CBCP as a body did not have any part in that.” When I first heard this excuse, I suspected it was an implicit admission of guilt. And I was right.

In anticipation of some bishops getting caught, the CBCP distanced the group from its guilty members in advance. They further distanced themselves by explaining that “while there is a conference of Filipino prelates, all bishops and their dioceses are independent of one another and are directly responsible to Pope Benedict XVI.”

This is quite interesting. Because abroad, Vatican lawyers protect the pope from implication in child abuse cases by asserting that bishops are not directly responsible to the Pope.

Aside from contradicting the Vatican, the CBCP also contradicts itself. The CBCP cannot say that its bishops are independent (not part of a group) and then say that it does not receive bribes “as a body.” Either the CBCP takes responsibility for its members “as a body,” or they avoid making statements “as a body” at all.

And consider what would happen if a Catholic bishop were to do something truly independent — say, support the RH Bill. Would they say that the dissenting bishop is free to be pro-RH independently? Of course not. The CBCP wouldn’t waste a second censuring the pro-RH bishop for ignoring his obligation to be consistent with the CBCP “as a body.”

Because as long as the CBCP exists, they will continue to act as an organization. After all, this is where their perceived power comes from. Flock follows priest, priest follows bishop, bishop follows archbishop, and so on — this ideal hierarchy perpetuates the illusion that the CBCP speaks for 80% of the population. It’s why despite their unpopular, unscientific, and irrational opinions, some people — politicians in particular — listen to them at all.

If the allegations are true, it’s why then-President Gloria Macapagal Arroyo (GMA) bribed at least 7 bishops. When the election scandal broke, several bishops, including ex-CBCP President Oscar Cruz, asked GMA to step down. But after the CBCP declared its “collective decision … to not demand her resignation,” none of the bishops, not even Oscar, called for Gloria to step down. By buying at least 7 bishops, GMA bought the entire CBCP. This clearly shows that the CBCP acts as a body.

And if the CBCP knew about these bribes or illegal donations — as their statements and actions imply — why did they remain silent? They could have told the authorities, and the “standard practice” would have stopped. By keeping quiet, they allowed the illegal donations to continue. They may not have directly committed the crime, but the silent bishops are guilty of aiding and abetting. So although the CBCP did not officially declare it, condoning bribery practically made it an organizational policy. And for this, the CBCP as a body is definitely guilty.

In a way, this excuse is meaningless. Of course the CBCP “as a body” cannot accept a bribe. Each bribed bishop received a PCSO check individually. And only individuals, not organizations, go to jail for a crime.

The inanity of this excuse becomes more obvious when you apply it to another scandal. Recently, a 17-year-old girl in Agusan del Norte accused a Catholic priest of rape. Do you think they’ll try to use “the CBCP as a body did not rape the girl” as an excuse?

Secularism and the Filipino Freethinkers


We often hear the term secularism nowadays, but it’s possible that many people take its meaning for granted and fail to appreciated the profundity of the word. The social theorist Harriet Martineau wrote, “The adoption of the term Secularism is justified by its including a large number of persons who are not Atheists, and uniting them for action which has Secularism for its object, and not Atheism. On this ground, and because, by the adoption of a new term, a vast amount of impediment from prejudice is got rid of, the use of the name Secularism is found advantageous.”

An online dictionary has the following definitions of secularism:

1. a view that religion and religious considerations should be ignored or excluded from social and political matters.

2. an ethical system asserting that moral judgments should be made without reference to religious doctrine, as reward or punishment in an afterlife.

The first definition maintains the separation of religion from State and society; the second asserts the separation of religion from morality. But as secularism aims to remove religion from our interactions with fellow human beings, it also proposes to replace it with reason and the test of human experience. The English secularist George Jacob Holyoake defined secularism as “a form of opinion which concerns itself only with questions the issues of which can be tested by the experience of this life.

On issues involving sex and relationships like the RH Bill, divorce, and same-sex marriage, secularism examines the discussions and points out that religious arguments, particularly those that are based on supposed divine revelation, are not accepted in public discourse. Secularism does not tell religion to shut up; it merely asks religion, when speaking outside the four walls of the church, to speak in a language everyone in a pluralistic society can understand. Dogmas are applicable only to the members of a particular sect since no single church holds a doctrine uncontested by other faiths. Thus, secularism asks religion to defend its moral and truth claims in public with rational explanations and testable evidence.

Secularism does not intend to wipe out religion; it merely asserts that “religion ought never to be anything but a private affair“ and not to influence public policy. Secularism envisions a society where toleration exists, meaning there is “conditional acceptance of or non-interference with beliefs, actions or practices that one considers to be wrong but still “tolerable” such that they should not be prohibited or constrained.” By toleration, secularism does not expect religion to abandon its sacred beliefs or embrace the diverging philosophies of other schools of thought; rather, it simply asks religion to acknowledge the diversity of beliefs and not necessarily to agree with the opposing beliefs themselves.

In the general concept of toleration,

it is essential…that the tolerated beliefs or practices are considered to be objectionable and in an important sense wrong or bad. If this objection component is missing, we do not speak of “toleration” but of “indifference” or “affirmation.”

This objection component is clearly manifested in a 1990 statement of the CBCP on the matter of family planning:

“The Church reiterates its objections to contraception and sterilization and expresses its reservations about the moral acceptability of certain aspects of the Program.  But in a pluralistic society and recognizing the freedom of those who disagree with Church principles, the Church respects the government’s toleration of other means that the conscience of others may not object to and that the law on abortion does not forbid.  Nonetheless, the Church seeks a greater emphasis on natural family planning as consistent with moral teachings and religious beliefs.”

While it is commendable that “the Church respects the government’s toleration,” technically the government is not being tolerant because in the first place it does not share the Church’s objection component, which is religious in nature, towards contraception. As such, what is expected of the government is not toleration but affirmation of modern family planning methods that are effective, safe, and legal. Moreover, secularism calls on the government to be indifferent towards the doctrines of religions especially since they are in conflict with one another. For example, in the following chart which lists the religious acceptability of certain acts ranging from 1 (condemned) to 5 (totally acceptable), only Roman Catholicism condemns birth control (7th line) while other religions accept it.

With such conflicting religious teachings, it is just appropriate that the government is mandated by no less than the Constitution to give no reverence to any single religion. And while secularism rejects religious claims of divine revelation, it “offers the guidance of observation, investigation, and experience. Instead of taking authority for truth, it takes truth for authority.

At this point it is necessary to reiterate that secularism is not the same as atheism. While atheism rejects the idea of God and denies his existence, secularism merely points out that “no sacred scripture or ancient church can be made a basis of belief, for the obvious reason that their claims always need to be proved, and cannot without absurdity be assumed.” Moreover, Secularism goes beyond the rejection of unproven religious claims. In English Secularism, Holyoake wrote,

The Secularist, is without presumption of an infallible creed, is without the timorous indefiniteness of a creedless believer… The Secularist has a creed as definite as science, and as flexible as progress, increasing as the horizon of truth is enlarged… All believe that God, if he exists, is the God of the honest, and that he respects conscience more than creeds, for all free thinkers have died in this faith.

We at Filipino Freethinkers aim to promote secularism as a means of improving every Filipino’s quality of life, wishing for everyone to live lives free of ignorance and oppression – in a society where they are able to act and think for themselves, and in a country where religion and governance are clearly and permanently separated. And as we are composed of nonbelievers and progressive believers, we have no consensus on the question of the existence of God. What we do agree about, however, is that all religious authority is self-appointed because God, if he exists, never personally endorsed any religion. Thus, being freethinkers – and secularists – we rely on reason and science to chart morality and uplift humanity.

Bishops can be criminals, too


If there’s anything we’ve learned from this recent Pajero scandal, it’s that bishops are just ordinary people — nothing more, nothing less. There’s no holy force field protecting these religious men from making mistakes and, sometimes, even breaking the law.

But some people think that religious leaders are somehow special. One of them is Senate President Juan Ponce Enrile:

“We will give them the benefit of the doubt…” Enrile said it would be rash to accuse the bishops of wrongdoing, saying they’re not politicians or businessmen.

So if a politician or businessman were accused of accepting bribes, it would not be rash to accuse them?

And it gets worse. Not only does Enrile think bishops are inherently more moral, he believes that thinking otherwise puts society at risk:

“I don’t think that we should be cynical and suspicious about the conduct of religious people. Let us try to be objective about it and preserve our institutions. Otherwise, we will break up as a society.”

Although he asks for objectivity, I think what he wants is the opposite. Objectivity requires that we follow where the investigation leads regardless of who’s being investigated. Enrile’s statements imply that he wants the investigators to be careful about the implications of investigating bishops and potentially finding them guilty.

But it’s this special standing that allows bishops to continue covering up their crimes. If Enrile really wants to “be objective about it,” “preserve our institutions,” ” and keep society together,” the Senate Blue Ribbon committee needs to do its job without bias — even if it means putting some bishops behind bars.

7 CBCP bishops bribed with Pajeros as part of “standard practice”


7 Catholic bishops each received a Pajero from ex-President Gloria Macapagal Arroyo (GMA). This allegation was made by Margarita Juico, chair of the Philippine Charity Sweepstakes Office (PCSO).

Juico told the Inquirer that GMA “moved to divide the bishops by getting some of them on her side to ensure that the CBCP (Catholic Bishops’ Conference of the Philippines) would not have a unified stand on her.” According to the Inquirer report, “Juico said that she was told by some of the agency’s old-timers that these ‘donations’ to the Church leaders had become standard practice since Arroyo faced a real threat of removal from office with the ‘Hello Garci’ election cheating scandal six years ago.

The CBCP replied by saying it didn’t accept bribes “as a group.” But it did not deny the allegations that 7 bishops were bribed with Pajeros (emphasis mine):

Msgr. Pedro Quitorio, media director of the CBCP, said the Church hierarchy as a group did not avail itself of the supposed extravagant gifts from PCSO during Arroyo’s term.
“The CBCP as a body did not have any part in that…” Quitorio said.

How easy would it have been for Msgr. Quitorio to say that none of the CBCP bishops received a Pajero? To me this is almost as good as admitting that there were indeed some bishops who were bribed by GMA.

And according to Juico, these Pajeros were given a few months before GMA stepped down. What other expensive gifts were given as part of GMA’s “standard practice” of “donating” to the CBCP?

It is not enough for Quitorio and the CBCP to disassociate themselves with the individual bishops who accepted bribes in spite of the official position of their organization. If Juico’s allegations are true, it was the dissent of these bribed bishops that ensured the CBCP would not go against GMA’s administration. This silence amidst obvious corruption was an organizational action, and the CBCP as a whole is guilty for it.

I hope the PCSO continues its investigation into this scandal. Juico’s allegations are serious, and needs to be backed by evidence. At the same time, the CBCP should do its own investigation and expose corruption within its own ranks. Otherwise, with all their crusades against gambling and corruption and immorality, they will be nothing more than hypocrites.

Pope updates stance on secularism with new catechism


VATICAN CITY — To adapt to the varying needs of Catholics all over the world, Pope Benedict XVI has revised the Vatican’s position on secularism, releasing his latest catechism, Contextual Secularism in a Changing World.

According to the Pope, Contextual Secularism ensures that “Catholics get the degree of secularism suited to their particular needs.”

In response to the revised guidelines, the Pakistan Catholic Bishops Conference has already demanded that their country implement absolute secularism, a measure previously considered gravely erroneous by the Catholic Church.

“We support the political process without any armed or religious interference,” the Pakistan Bishops said in a statement issued in Lahore. “It is imperative to separate religion from state matters.”

The Pope also urged the government to repeal theocratic blasphemy laws, which have caused unspeakable fear, suffering, and death to many Catholics in Pakistan, a clear violation of separation of church and state. “Violations of secularism must always be avoided when it harms Catholics,” the Pope added.

The actions of the Pope and the Pakistan Bishops are in line with Contextual Secularism, which mandates “that countries wherein Catholics are persecuted for their religion should implement the strongest form of secularism possible.” The call for secularism automatically applies to all predominantly Muslim countries.

“We must always adapt to the ever-shifting socio-political landscape,” the Pope said. He explained that if a Muslim country such as Pakistan were to become predominantly Catholic, the calls for secularism would stop and be replaced by the appropriate stipulations in Contextual Secularism.

The Pope, however, warns that Catholic countries ban all “aggressive forms of secularism,” such as the brand practiced in Britain, especially when secularism lets society freely criticize Catholics, who are a minority in that country.

“To the extent that secularism threatens Catholicism, it becomes anathema.” the Pope said. “Secularism should only be used to protect and promote the faith — never to diminish it.”

The ban on secularism extends to predominantly Catholic countries. The bishops of Malta and the Philippines have readily embraced Contextual Secularism, which mandates “that countries wherein Catholics are in the majority should defend the government from secularism at all costs.”

The Pope stressed the importance of Contextual Secularism, saying that “although Catholics around the world have a similar need for religious freedom, their social and political contexts differ, and so should their experience of secularism.”

“They have called for reform in varying voices, and as their shepherds, it is upon us to answer in varying ways.”

Rizal’s most anti-clerical work


Out of all the works of Rizal, which one is the most anti-Church?” My co-guest asked me this question while waiting for our interview.

Last Friday, we were guests on Tayuan Mo at Panindigan, a Channel 41 program that tackles socio-cultural issues. The issue for that episode was Jose Rizal @ 150: the 150th birthday of our National Hero. The episode will probably air on Monday, 10:15pm – 11pm.

The topics include common controversies about Rizal — whether he recanted (he did not), whether he disowned the revolution (he did not), whether he deserves to be a national hero (he does) — as well as Rizal’s relevance today — whether learning about him is still important and how we can pay tribute to his memory.

Although I’m familiar with Rizal’s life and work, what I know can’t come close to the Rizal knowledge of my co-guest, Ian Alfonso. A researcher for the Center for Kapampangan Studies and the Center for Bulacan Studies, he’s also an expert in Philippine history and culture.

While waiting for our interview, he told me stories only true Rizal enthusiasts would remember. But most importantly, he reminded me of a Rizal letter that no one should forget.

“Out of all the works of Rizal, which one is the most anti-Church?” Ian asked.

“El Filibusterismo? Noli Me Tangere?” I replied.

I was wrong. Ian told me that it was Rizal’s “Letter to the Young Women of Malolos“. I vaguely recall such a letter, probably from my Rizal class back in college, but I didn’t remember what was in it. So I went online and read the letter (full text below).

Ian was right. In the letter, Rizal talked about the tyrany of the Catholic Church, condemning how they enslaved the bodies and minds of Filipinos. Rizal warned Filipinos not to accept the ignorance and servitude inculcated by the Church, asking them to instead strive to think for themselves, to believe with their own brains.

Rizal also showed admiration and solidarity for the young women of Malolos, who fought for their education in spite of an institution that preferred they kept their ignorance. The struggle resonates with today’s fight for the RH Bill, sex education, and many of the other paths to progress the Church continues to block.

Today marks the 113th year of our independence. As the celebration draws to a close, (and as we await Rizal’s 150th birthday) let us reflect on Rizal’s advice, which is as relevant now as it was over a century ago:

“Ignorance is servitude, because as a man thinks, so he is; a man who does not think for himself and allows himself to be guided by the thought of another is like the beast led by a halter.”

These are the words of Jose Rizal — national hero, rational revolutionary, Filipino freethinker.

TO THE YOUNG WOMEN OF MALOLOS

Europe (February) 1889

When I wrote Noli Me Tangere, I asked myself whether bravery was a common thing in the young women of our people. I brought back to my recollection and reviewed those I had known since my childhood, but there were only few who seem to come up to my ideal. There was, it is true, an abundance of girls with agreeable manners, beautiful ways, and modest demeanor, but there was in all an admixture of servitude and deference to the words or whims of their so-called “spiritual fathers” (as if the spirit or soul had any father other than God), due to excessive kindness, modesty, or perhaps, ignorance. They seemed faded plants sown and reared in darkness, having flowers without perfume and fruits without sap.

However, when the news of what happened at Malolos reached us, I saw my error, and great was my rejoicing. After all, who is to blame me? I did not know Malolos nor its young women, except one called Emilia [Emilia Tiongson, whom Rizal met in 1887 - Z.], and her I knew by name only.

Now that you have responded to our first appeal in the interest of the welfare of the people; now that you have set an example to those who, like you, long to have their eyes opened and be delivered from servitude, new hopes are awakened in us and we now even dare to face adversity, because we have you for our allies and are confident of victory. No longer does the Filipina stand with her head bowed nor does she spend her time on her knees, because she is quickened by hope in the future; no longer will the mother contribute to keeping her daughter in darkness and bring her up in contempt and moral annihilation. And no longer will the science of all sciences consist in blind submission to any unjust order, or in extreme complacency, nor will a courteous smile be deemed the only weapon against insult or humble tears the ineffable panacea for all tribulations, You know that the will of God is different from that of the priest; that religiousness does not consist of long periods spent on your knees, nor in endless prayers, big rosarios, and grimy scapularies, but in a spotless conduct, firm intention and upright judgment. You also know that prudence does not consist in blindly obeying any whim of the little tin god, but in obeying only that which is reasonable and just, because blind obedience is itself the cause and origin of those whims, and those guilty of it are really to be blamed. The official or friar can no longer assert that they alone are responsible for their unjust orders, because God gave, each individual reason and a will of his or her own to distinguish the just from the unjust; all were born without shackles and free, and nobody has a right to subjugate the will and the spirit of another. And, why should you submit to another your thoughts, seeing that thought is noble and free?

It is cowardice and error to believe that saintliness consists in blind obedience and that prudence and the habit of thinking are presumption. Ignorance has never been ignorance, and never prudence and honor. God, the primal source of all wisdom, does not demand that man, created in his image and likeness, allow himself to be deceived and hoodwinked, but wants us to use and let shine the light of reason with which he has so mercifully endowed us. He may be compared to the father who gave each of his sons a torch to light their way in the darkness, bidding them keep its light bright and take care of it, and not put, it out and trust to the light of the others, but to help and advice each other to find the right path. They would be madmen were. they to follow the light of another, only to come to a fall, and the father could upbraid them and say to them: “Did I not give each of you his own torch”; but he could not say so if the fall were due to the light of the torch of him who fell, as the light might have been dim and the road very bad.

The deceiver is fond of using the saying that “It is presumptuous to rely on one’s own judgment,” but, in my opinion, it is more presumptuous for a person to put his judgment above that of the others and try to make it prevail over theirs. It is more presumptuous for a man to constitute himself into an idol and pretend to be in communication of thought with God; and it is more than presumptuous and even blasphemous for a person to attribute every movement of his lips to God, to represent every whim of his as the will of God, and to brand his own enemy as an enemy of God. Of course, we should not consult our own judgment alone, but hear the opinion of others before doing what may seem most reasonable to us. The wild man from the hills, if clad in a priest’s robes, remains a hillman and can only deceive the weak and ignorant. And, to make my argument more conclusive, just buy a priest’s robe as the Franciscans wear it and put it on a carabao, and you will be lucky if the carabao does not become lazy on account of the robe. But I will leave this subject to speak of something else.

Youth is a flower-bed that is to bear rich fruit and must accumulate wealth for its descendants. What offspring will be that of a woman whose kindness of character is expressed by mumbled prayers; who knows nothing by heart but awits, novenas, and the alleged miracles; whose amusement consists in playing panguingue or in the frequent confession of the same sins? What sons will she have but acolytes, priest’s servants, or cockfighters? It is the mothers who are responsible for the present servitude of our compatriots, owing to the unlimited trustfulness of their loving hearts, to their ardent desire to elevate their sons. Maturity is the fruit of infancy and the infant is formed on the lap of its mother. The mother who can only teach her child how to kneel and kiss hands must not expect sons with blood other than that of vile slaves. A tree that grows in the mud is insubstantial and good only for firewood. If her son should have a bold mind, his boldness will be deceitful and will be like the bat that can not show itself until the ringing of vespers. They say that prudence is sanctify. ‘But, what sanctity have they shown us? To pray and kneel a lot, kiss the hand of the priests, throw money away on churches, and believe all the friar sees fit to tell us; gossip, callous rubbing of noses…

As to the mites and gifts to God, is there anything in the world that does not belong to God? What would you say of a servant making his master a present of a cloth borrowed from that very master? Who is so vain, so insane that he will give alms to God and believe that the miserable thing he has given will serve to clothe the Creator of all things? Blessed be they who succor their fellow men, aid the poor and feed the hungry; but cursed be they who turn a deaf ear to supplications of the poor, who only give to him who has plenty and spend their money lavishly on silver altar hangings for the church, or give it to the friar, who lives in abundance, in the shape of fees for masses of thanksgiving, or in serenades and fireworks. The money ground out of the poor is bequeathed to the master so that he can provide for chains to subjugate, and hire thugs and executioners. Oh, what blindness, what lack of understanding!

Saintliness consists in the first place in obeying the dictates of reason, happen what may. “It is acts and not words that I want of you,” said Christ. “Not every one that saith unto me, Lord, Lord, shall enter into the kingdom of heaven; but he that doeth the will of my Father which is in Heaven.” Saintliness does not consist in abjectness, nor is the successor of Christ to be recognized by the fact that he gives his hand to be kissed. Christ did not give the kiss of peace to the Pharisees and never gave his hand to be kissed. He did not cater to the rich and vain; He did not mention scapularies, nor did He make rosaries, or solicit offerings for the sacrifice of the mass or exact payment for His prayers. Saint John did not demand a fee on the River Jordan, nor did Christ teach for gain. Why, then, do the friars now refuse to stir a foot unless paid in advance? And, as if they were starving, they sell scapularies, rosaries, belts, and other things which are nothing but schemes for making money and a detriment to the soul; because even if all the rags on earth were converted into scapularies and all the trees in the forests into rosaries, and if the skins of all the beasts were made into belts, and if all the priests of the earth mumbled prayers over all this and sprinkled oceans of holy water over it, this would not purify a rogue or condone sin where there is no repentance. Thus, also, through cupidity and love of money, they will, for a price, revoke the numerous prohibitions, such as those against eating meat, marrying close relatives, etc. You can do almost anything if you but grease their palms. Why that? Can God be bribed and bought off, and blinded by money, nothing more nor less than a friar? The brigand who has obtained a bull of compromise can live calmly on the proceeds of his robbery, because he will be forgiven. God, then, will sit at a table where theft provides the viands? Has the Omnipotent become a pauper that He must assume the role of the excise man or gendarme? If that is the God whom the friar adores, then I turn my back upon that God.

Let us be reasonable and open our eyes, especially you women, because you are the first to influence the consciousness of man. Remember that a good mother does not resemble the mother that the friar has created; she must bring up her child to be the image of the true God, not of a blackmailing, a grasping God, but of a God who is the father of us all, who is just; who does not suck the life-blood of the poor like a vampire, nor scoffs at the agony of the sorely beset, nor makes a crooked path of the path of justice. Awaken and prepare the will of your children towards all that is honorable, judged by proper standards, to all that is sincere and firm of purpose, clear judgment, clean procedure, honesty in act and deed, love for the fellowman and respect for God; this is what you must teach your children. And, seeing that life is full of thorns and thistles, you must fortify their minds against any stroke of adversity and accustom them to danger. The people can not expect honor nor prosperity so long as they will educate their children in a wrong way so long as the woman who guides the child in his first steps is slavish and ignorant. No good water comes from a turbid, bitter spring; no savory fruit comes from acrid seed.

The duties that woman has to perform in order to deliver the people from suffering are of no little importance, but be they as they may, they will not be beyond the strength and stamina of the Filipino people. The power and good judgment of the woman of the Philippines are well known, and it is because of this that she has been hoodwinked, and tied, and rendered pusillanimous; and now her enslavers rest at ease, because so long as they can keep the Filipina mother a slave, so long will they be able to make slaves of her children. The cause of the backwardness of Asia lies in the fact that there the women are ignorant, are slaves; while Europe and America are powerful because there the women are free and well educated and endowed with lucid intellect and a strong will.

We know that you lack instructive books; we know that nothing is added to your intellect, day by day, save that which is intended to dim its natural brightness; all this we know, hence our desire to bring you the light that illuminates your equals here in Europe. If that which I tell you does not provoke your anger, and if you will pay but a little attention to it, then, however dense the mist may be that befogs our people, I will make the outmost effort to have it dissipated by the bright rays of the sun, which will give light, though they may be dimmed. We shall not feel any fatigue if you will help us: God, too, will help to scatter the mist, because He is the God of truth; He will restore to its pristine condition the fame of the Filipina, in whom we now miss only a criterion of her own, because good qualities she has enough and to spare. This is our dream; this is the desire we cherish in our hearts; to restore the honor of woman, who is half of our heart, our companion in the joys and tribulations of life. If she is a maiden, the young man should love her not only because of her beauty and her amiable character, but also on account of her fortitude of mind and loftiness of purpose, which quicken and elevate the feeble and timid and ward off all vain thoughts. Let the maiden be the pride of her country and command respect, because it is a common practice on the part of Spaniards and friars here who have returned from the Islands to speak of the Filipina as complaisant and ignorant, as if all should be thrown into the same class because of the missteps of a few, and as if women of weak character did not exist in other lands. As to purity, what could the Filipina not hold up to others!

Nevertheless, the returning Spaniards and friars, talkative and fond of gossip, can hardly find time enough to brag and bawl, amidst guffaws and insulting remarks, that a certain woman was thus; that she behaved thus at the convent and conducted herself thus with the Spaniard who on one occasion was her guest, and other things that set your teeth on edge when you think of them which, in the majority of cases, were fault due to candor, excessive kindness, meekness, or perhaps, ignorance, and were all the work of the defamer himself. There is a Spaniard, now in high office, who has sat at our table and enjoyed our hospitality in his wanderings through the Philippines, and who, upon his return to Spain, rushed forthwith into print and related that on one occasion in Pampanga he demanded hospitality and ate, and slept at a house, and the lady of the house conducted herself in such and such a manner with him; this is how he repaid the lady for her supreme hospitality! Similar insinuations are made by the friars to the chance visitor from Spain concerning their very obedient confesandas, hand-kissers, etc., accompanied by smiles and very significant winkings of the eye. In a book published by D. Sinibaldo de Mas and in other friar sketches sins are related of which women accused themselves in the confessional and of which the friars made no secret in talking to their Spanish visitors seasoning them, at the best, with idiotic and shameless tales not worthy of credence. I cannot repeat here the shameless stories that a friar told Mas and to which Mas attributed no value whatever. Everytime we hear or read anything of this kind, we ask each other: Are the Spanish women all cut after the pattern of the Holy Virgin Mary and the Filipinas all reprobates? I believe that if we were to balance accounts in this delicate question, perhaps. . … But I must drop the subject because I am neither a confessor nor a Spanish traveler and have no business to take away anybody’s good name. I shall let this go and speak of the duties of woman instead.

A people that respects woman, like the Filipino people, must know the truth of the situation in order to be able to do what is expected of it. It seems an established fact that when a young student falls in love, he throws everything to the dogs – knowledge, honor, and money, as if a girl could not do anything but sow misfortune. The bravest youth becomes a coward when he marries, and the born coward becomes shameless, as if he had been waiting to get married in order to show his cowardice. The son, in order to hide his pusillanimity, remembers his mother, swallows his wrath, suffers his ears to be boxed, obeys the most foolish order, and becomes an accomplice to his own dishonor. It should be remembered that. where nobody flees, there is no pursuer; when there is no little fish, there can not be a big one. Why does the girl not require of her lover a noble and honored name, a manly heart offering protection to her weakness, and a high spirit incapable of being satisfied with engendering slaves? Let her discard all fear, let her behave nobly and not deliver her youth to the weak and faint-hearted. When she is married, she must aid her husband, inspire him with courage, share his perils, refrain from causing him worry and sweeten his moments of affliction, always remembering that there is no grief that a brave heart can not bear and there is no bitterer inheritance than that of infamy and slavery. Open your children’s eyes so that they may jealously guard their honor, love their fellowmen and their native land, and do their duty. Always impress upon them they must prefer dying with honor to living in dishonor. The women of Sparta should serve you as an example in this; I shall give some of their characteristics.

When a mother handed the shield to her son as he was marching to battle, she said nothing to him but this: “Return with it, or on it,” which meant, come back victorious or dead, because it was customary with the routed warrior to throw away his shield, while the dead warrior was carried home on his shield. A mother received word that her son had been killed in battle and the army routed. She did not say a word, but expressed her thankfulness that her son had been saved from disgrace. However, when her son returned alive, the mother put on mourning. One of the mothers who went out to meet the warriors returning from battle was told by one that her three sons had fallen. I do not ask you that, said the mother, but whether we have been victorious or not. We have been victorious – answered the warrior. If that is so, then let us thank God, and she went to the temple.

Once upon a time a king of theirs, who had been defeated, hid in the temple, because he feared the popular wrath. The Spartans resolved to shut him up there and starve him to death. When they were blocking the door, the mother was the first to bring stones. These things were in accordance with the custom there, and all Greece admired the Spartan woman. Of all women – a woman said jestingly – only you Spartans have power over the men. Quite natural – they replied – of all women only we give birth to men. Man, the Spartan women said, was not born to live for himself alone, but for his native land. So long as this way of thinking prevailed and they had that kind of women in Sparta, no enemy was able to put his foot upon her soil, nor was there a woman in Sparta who ever saw a hostile army.

I do not expect to be believed simply because it is I who am saying this; there are many people who do not listen to reason, but will listen only to those who wear the cassock or have gray hair or no teeth; but while it is true that the aged should be venerated, because of their travails and experience, yet the life I have lived, consecrated to the’ happiness of the people, adds some years, though not many to my age. I do not pretend to be looked upon as an idol or fetish and to be believed and listened to with the eyes closed, the head bowed, and the arms crossed over the breast; what I ask of all is to reflect on what I tell them, think it over and sift it carefully through the sieve of reason.

First of all. That the tyranny of some is possible only through cowardice and negligence on the part of others.

Second. What makes one contemptible is lack of dignity and abject fear of him who holds one in contempt.

Third. Ignorance is servitude, because as a man thinks, so he is; a man who does not think for himself and allowed himself to be guided by the thought of another is like the beast led by a halter.

Fourth. He who loves his independence must first aid his fellow man, because he who refuses protection to others will find himself without it; the isolated rib of the buri palm is easily broken, but not so the broom made of the ribs of the palm bound together.

Fifth. If the Filipina will not change her mode of being, let her rear no more children, let her merely give birth to them. She must cease to be the mistress of the home, otherwise she will unconsciously betray husband, child, native land, and all.

Sixth. All men are born equal, naked, without bonds. God did not create man to be a slave; nor did he endow him with intelligence to have him hoodwinked, or adorn him with reason to have him deceived by others. It is not fatuous to refuse to worship one’s equal, to cultivate one’s intellect, and to make use of reason in all things. Fatuous is he who makes a god of him who makes brutes of others, and who strives to submit to his whims all that is reasonable and just.

Seventh. Consider well what kind of religion they are teaching you. See whether it is the will of God or according to the teachings of Christ that the poor be succored and those who suffer alleviated. Consider what they are preaching to you, the object of the sermon, what is behind the masses, novenas, rosaries, scapularies, images, miracles, candles, belts, etc., etc., which they daily keep before your minds, ears and eyes, jostling, shouting, and coaxing; investigate whence they came and whither they go and then compare that religion with the pure religion of Christ and see whether that pretended observance of the life of Christ does not remind you of the fat milk cow or the fattened pig, which is encouraged to grow fat not through love of the animal, but for grossly mercenary motives.

Let us therefore reflect; let us consider our situation and see how we stand. May these poorly written lines aid you in your good purpose and help you to pursue the plan you have initiated. “My profit will be greater than the capital invested”; and I shall gladly accept the usual reward of all who dare tell our people the truth. May your desire to educate yourself be crowned with success; may you in the garden of learning gather not bitter, but choice fruit, looking well before you eat, because on the surface of the globe all is deceit, and often the enemy sows weeds in your seeding plot.

Pia Cayetano’s Sponsorship Speech: A Secular Senator on the RH Bill


Count me as a fan.

After hearing all kinds of nonsense in Congress, from the religious arguments of Rep. Pablo Garcia to the superstitious ones of Rep. Roilo Golez, it was inspiring to listen to Senator Pia Cayetano’s sponsorship speech on the RH Bill.

It took more time for Garcia and Golez to blabber about what was not in the bill than for Sen. Cayetano to expound on what was actually in it. She even addressed common misconceptions and objections about the bill’s controversial provisions.

But what I liked most about her speech is that she spoke about secularism — the separation of church and state mandated by our constitution — and she did justice to it, a topic other legislators either misunderstand or disregard altogether.

If you cannot read her entire speech — which I highly recommend — at least read the excerpt below. In a country with a supposedly secular government polluted by so much nonsense, Sen. Cayetano’s rational, secular speech is a welcome breath of fresh air.

On the separation of Church and State and the freedom of religion.

Mr. President, we, as Senators have our own personal views and relationship with God. This is a part of who we are. Thus, I do not ask that we separate our moral values from our scrutiny of the bill. I simply ask that we remember that our religious views may be different from our neighbors and we cannot use our legislative seat to deprive a fellow Filipino of his legal and constitutional rights to exercise his religion, to make choices within the legal boundaries but based on his own religion and NOT ours.

Time and again, the position of the Church has been discussed as a basis for not supporting this bill, but as Senators, we are tasked to separate our religious beliefs when they interfere with matters that belong to the State. I simply ask that we recognize the right of every citizen to make choices regarding ones reproductive health based on one’s own conscience, moral and religious views.

Just because we are a predominantly Catholic country doesn’t mean we can impose Catholic dogma on every Filipino. That is the job of the clergy and they can do as they please in the Church and its activities with their flock. But, in the halls of Congress, the Constitution is clear, – – there must be a separation of Church and State. If for the sake of argument, 99.9% of Filipinos were Catholic and every single one expressed a certain view, I would still be standing here today to fight for the rights of that 1 Filipino who is entitled to choices based on his religion and not the religion of the majority … because that is the mandate of our Constitution — that we make laws respecting the freedom of religion of all without the Church interfering with matters that should be left with the State.

Following the same argument, if 99.9 % of the population belonged to a different religion, I would still stand up for that 1 Catholic to ensure that his rights were protected and that services and facilities were available to allow him to make choices based on his beliefs. Those are the principles of separation of Church and State and the freedom of religion.

Atty. Jo Imbong on Imperialist, Non-Filipino RH Bill

The RH Bill did not come from Filipino legislators but from foreign organizations, Atty. Jo Imbong of the CBCP explained in English.

“It’s really introducing a different culture and replacing our own” — a culture which has been influenced by our Spanish, American, and Japanese colonizers — “with something else,” said Imbong.

“It is a cultural intrusion [in which] you supplant a beautiful thing with something that is alien,” said Imbong, possibly alluding to how our pre-Hispanic indigenous Malayo-Polynesian culture was supplanted with Spanish Catholicism.

Imbong and the CBCP oppose the RH Bill because it violates democratic rights — which originated in Greece — and religious freedom — which originated in Europe. They believe contraceptives are not a valid solution, let alone evil, consistent with the 1968 encyclical Humanae Vitae, which was promulgated by an Italian pope from Rome.

Instead of contraceptives, Imbong and the CBCP recommend natural family planning, a birth control method discovered and developed by individuals and institutions in the Netherlands, Japan, Austria, Australia, and the United States.

“It’s quite disturbing because our culture as it is,” said Imbong, “has very wholesome ideals, built on Christian values.” Christianity, a religion that began in Palestine, was influenced by Babylonian, Egyptian, Indian, and Chinese traditions, and was institutionalized as Roman Catholicism in Italy. It has evolved significantly thanks to theologians from all over the world, except the Philippines.

Malta says “yes” to divorce, “yes” to secularism


Yesterday, the pro-divorce movement won the referendum on divorce with a majority of 54%, ending a battle that has delayed the much-needed measure for decades. The victory came despite the constant political meddling and religious blackmail of the Catholic Church.

Sound familiar? Aside from the happy ending, which left the Philippines the only country without divorce1, the story of Malta’s divorce referendum shares similarities with our own reproductive health (RH) debates:

  1. both countries are last bastions of Catholicism: Malta in Europe, the Philippines in Asia;
  2. both countries are predominantly Catholic: 95% in Malta, 80% in the Philippines; and
  3. both battles are primarily between progressive Catholics and conservative bishops.

And in both cases, the conservative bishops use fear mongering to keep their flock in line. In Malta, the religious blackmail came to a climax during a homily by

In the sermon, he warned of “brigands” who want to “lead the flock astray” and “are going after marriage.” He said that members of the pro-divorce movement were lying about being Catholic:

Beware of the wolf in sheep’s clothing. And the wolf is now saying he is Catholic. This is a falsity, this is deceit. I am ready to dialogue with everyone but do not be false, do not lie. You cannot not be loyal to Christ and say you are a Christian or a Catholic. If you are not in communion with Christ’s teachings, you are not in communion with the Church and you cannot receive communion… we cannot pretend to be in communion with the Eucharist…2

The message is consistent with a nation-wide campaign the Church had launched, in which billboards featuring Jesus’ image said “Christ Yes, Divorce No.” Anti-divorce advocates also brought Mary into the picture:

Opponents of reform have invoked the Blessed Virgin and raised the spectre of Maltese society falling apart. Tonio Fenech, the finance minister and a Nationalist Party MP, wrote on a local news website recently: “I am sure Our Lady is very sorrowful that Malta is considering divorce.”

The anti-divorce campaign was denounced by Jeffrey Pullicino Orlando, an MP with the ruling Nationalist Party:

“The ‘no’ campaign has been disgusting,” said Mr Orlando, who set the referendum ball rolling. “Old ladies who said they would vote for divorce have been barred from taking Communion. An old electoral roll has been used, which means that 2,800 youngsters who are entitled to vote will not be able to. Lay Catholic organisations and 5,000 priests and nuns have also gone door-to-door campaigning. Limitless funds have been offered to the ‘no’ side.” Voting “yes” has been declared a mortal sin from the pulpit.”

To their credit, the bishops did say they were sorry if anyone was hurt by their anti-divorce campaign. Pro-divorce advocates, however, found this hard to believe:

In a reply, pro-divorce group StandUp Malta said the bishops’ statement was an apology which they found difficult to accept.

It was very hard to believe that the apology was genuine, especially since the Church’s campaign continued blatantly even on reflection day yesterday and voting day today.

The apology, they said, should have been made during the campaign when a lot of people were hurt by extreme declarations such as when those who were voting yes were called wolves in sheeps’ clothing.

The fact that the bishops wanted their apology broadcast once voting closed was Machiavellian and dirty.

Regardless of the bishops’ sincerity, I understand why they’re on the defensive. Winning the divorce debate is already Malta’s second secular victory in only six months. Last November, after a decade of opposition from the Catholic Church, they finally launched a long-awaited national sexual health policy — the counterpart of our RH Bill.

That’s two out of five D-E-A-T-H bills in half a year!3 How can a country that’s even more Catholic than the Philippines say “yes” to divorce and RH?

I believe the answer is secularism. While bishops fight to impose their convictions, progressive Catholics in Malta defend separation of church and state and respect the religious freedom of others — even those who have convictions different from theirs:

The Catholic pro-divorce group reiterated yesterday that although they held Christ’s teachings on marriage in high esteem they could not impose their beliefs on the rest of the people.

“Irrespective of how strongly we believe that divorce is bad for the country, we can never sideline the principle taught by Christ and expect others who do not share our faith to submit to our beliefs,” a group spokesman said.

The group said it was every Catholic’s duty to vote yes in the referendum because the issue at stake was whether what Catholics believed was right and wrong should be imposed by the state on everybody else. “We believe there should never be imposition…”

No imposition. Now — other than the bishops — who won’t say “yes” to that?

Less Golez, More RH: Numerology and the Numbers that Count


Some superstitious people consider the number 4 unlucky because it sounds like the word “death”
(死 pinyin sǐ) in Chinese.

What does this have to do with the RH Bill? Nothing. Unless you’re a congressman who’s desperate to delay interpellations because you’re afraid of a deciding vote.

Trivial Numbers

During yesterday’s interpellations, Rep. Roilo Golez argued that the RH Bill (HB 4244) will lead to misfortune. Why? Because according to Rep. Roilo — I’ll refer to him this way to avoid confusion with the other Rep. Golez — its bill number contains three of those unlucky fours.

It seems that anti-RH legislators are not content to violate secularism. With legislators like Rep. Roilo, we might have to amend our constitution with a clause calling for separation of superstition and state.

Rep. Roilo’s fascination for numbers continued when he questioned why an earlier version of the bill changed to HB 96 from HB 3. At first, I didn’t know the reason he was so hung up on this trivial fact. Then I remembered that he threw reason out the door the moment he brought up numerology. I suspect that he simply prefers 3 because it’s considered a lucky number. (Regarding HB 96, although 9 is lucky, 6 isn’t.)

It would be interesting to know what Rep. Roilo thinks of Rep. Pablo Garcia’s bill: Hormonal Contraceptives Regulation Act of 2011. The bill aims to regulate the sale and advertising of birth control pills. This is a bill that Rep. Roilo would agree with, except for one detail: the bill is numbered 4482. Will he be against it because of those two unlucky fours? Or maybe the bad luck is mitigated by the lucky 8 and 2?

But hold on for a second, Rep. Roilo. It’s not OK to import foreign ideas from the US (family planning and population development), but it’s OK to import foreign ideas from Rome (Humanae Vitae) and China (numerology)? What’s the criteria for importing ideas?

Numbers that Count

I hope Rep. Roilo — or any of the other anti-RH legislators — doesn’t foray into numerology again. If they want to talk about numbers, there are many figures and statistics that truly deserve to be discussed. For Rep. Roilo’s sake, here are four:

ONE: 71% — the percentage of Catholic respondents who favor the RH Bill (8% are not, the rest are undecided) (SWS)

Even if these anti-RH representatives ignore people with different beliefs, who exactly are they representing? It seems they’re content to represent the 8% composed of the CBCP, Pro-Life Philippines, and their cohorts.

TWO: 11 — the number of women in the Philippines who die daily from maternal complications (Likhaan)

You’d think they’d have a sense of urgency with so many lives on the line — lives that are not merely potential but actual. While legislators are still busy debating about when life begins, it’s clear to the families left motherless when life as they know it ends.

THREE: 500,000 — the number of abortions that could be prevented if the RH Bill becomes law (Likhaan)

Countries that have an increased rate of effective contraceptive use have a decreased number of induced abortions. It’s been estimated that half a million abortions can be prevented by an RH policy. Are the anti-RH really pro-life?

FOUR: X Pesos — the cost in taxpayers’ money wasted whenever religion, superstition, and other tangents are discussed in Congress

Anti-RH legislators argue that the government lacks funds to implement the RH Bill. Yet they waste taxpayer money by discussing anything — Communism, Catholicism, conspiracies — other than what’s actually proposed by the RH Bill.

The Third Interpellator

After Rep. Roilo, there are as many as 36 interpellators left to go. That’s potentially 36 more hours of discussing religious interpretations, imperialist plots, and of course, Chinese numerology.

But let’s humor him and give numerology a chance. Out of the original list of 38 interpellators, Rep. Roilo was originally interpellator no. 3 — a lucky number. But when Pacquiao unexpectedly took Garcia’s slot, Rep. Roilo was bumped to no. 4 — the same unlucky number he argued against simply because of what it sounds like.

Some might think he got the number he deserves. But I disagree. Considering his tendency to inflate the importance of what words sound like, no. 3 suited him perfectly. For Roilo truly is a third.

The Day of the Purple Ribbon — A Secular Success


The Day of the Purple Ribbon will be remembered for different reasons.

Some will remember the strong political statements made by RH champions, especially the call of former President Ramos for President Aquino to prioritize the RH Bill.

Others will remember the music, ranging from Noel Cabangon’s hearty original, “Ako’y Isang Mabuting Pilipino,” to Lea Salonga’s heavenly — yes, heavenly — rendition of John Lennon’s “Imagine.”

Still others will remember it for the camaraderie: spending an afternoon remembering the journey we started, celebrating the progress we’ve made, and pledging to continue until the RH bill becomes law.

One person will remember it for this.

But what I’ll never forget about the Day of the Purple Ribbon is how secular it was. There was no opening or closing prayer. The pledge to support the RH bill, which could have easily included a line to ask for help from a higher power, was a pledge that even an atheist could recite with complete conviction. Grace was not said before the meal — at least not publicly.

And that’s the point. I’m sure most of the people there were Catholics who did say Grace before their meal, Catholics who attend mass every Sunday and who pray regularly for the passage of the RH bill.

As the majority in attendance they could have assumed that everyone else shared the same beliefs they did. But they didn’t. And that’s what secularism is about: focusing on the things you can publicly agree on and keeping personal practices and beliefs private.

The event organizers knew that what the people shared was support for the RH Bill, and that is what they made the event about — nothing more nothing less. For the RH Bill to pass, the government needs to practice secularism; RH Advocates are showing them how.

Compare this with priests who ask parishioners to kneel for a final prayer, not knowing that somewhere before the final Amen they’ll ask God to block the RH Bill — regardless of whether they support it.

And so it went that even without religious pledges or public prayers, the Day of the Purple Ribbon was a success. I’m sure even the Catholics there would agree.

Except maybe for this one Pro-Lifer who came uninvited. We recognized each other from the recent Anti-RH lecture at SM Megamall. He greeted us with a smile and said that he came with an “open mind.”

But after hearing Noel Cabangon’s song reach a secular stanza — which came after a torrent of secular and pro-RH statements — he left. I could almost see steam coming out of his ears.

It’s a good thing, too. If he’d stayed longer, Lea’s “Imagine” would have blown his mind wide open.

Thought I’d drop by to dispel a few assumptions. First off gendermatters, the person you so casually dismiss as “cleavage” has a name- she’s Mocha Uson, a committed and vocal advocate of the RH Bill who has been supporting the cause for longer than I have. In fact over the course of the campaign she’s been among the first and most generous of artists in volunteering her time, expertise and celebrity.

Catrina, we shared a table during the event and when the pins were being given out she asked me to pin one on her and pose for a picture while doing so. The picture is from her phone, and was put up on both her blog and group’s fb page along with banners promoting the RH bill. I’ve spoken to her before and since and in a time when a lot of people in the entertainment industry decline openly supporting the bill for fear of losing sponsors or future gigs, she happens to have the courage to aggressively promote the bill in her own way.
